We will be adjusting portions of the config that require you to reload the game client so that the changes are reflected. This will make it possible to set external configurations in-game or while the game is running.
This system is currently being restructured for 2.0 and we are not at the point where we can give out specific details as to what config settings will be possible to change while in-game. In addition, this will not be implemented until 2.0's launch. Once we receive an update, we will be sure to let you know!

The development team is currently looking into reducing the recast timers on medicinal items.
Actually, in 1.22b we just added the higher tier version of “Muscle Restorative” known as “Giant’s Drink” and the recast timer on this is 15 minutes.
We will be sure to give an update as to the when and how much once we receive that information!
In poche parole: al momento alcune configurazioni (joypad, dettaglio ombre, ecc) vanno impostate con il tool Config, cosa possibile solo quando FFXIV non è in esecuzione; con la 2.0 molte di queste impostazioni saranno disponibili in-game, altre sempre nel tool Config ma potranno essere settate anche mentre si gioca. Camate ci fa invece sapere che verranno ridotti i recast per il riutilizzo delle medicine (pozioni e altro).
